Hello, engineer, I would like to ask about NCL30060 can be used in 38-55VAC input environment?If not, the minimum input voltage should be?

Theoretically, the NCL30060B1DR2G will operate well below 38-55VAC. The limiting factor is achieving at least 12.5VDC startup voltage for the Vcc. Please note that the version B1 of the NCL30060B1DR2G (brown out is disabled) is available only by customer request.
The other versions of the NCL30060 includes brown out protection providing a defined shutdown for low input voltage. This feature is enabled after a VCC reset event and does not allow the controller to enter Active mode until the input voltage is above the startup threshold, typically 111 V. There are no other limiting issues, but of course the following items should be addressed for lower input voltage/higher input current:
transformer
primary current sense
power switch
startup circuit
primary snubber
EMI filter magnetics current rating
